Pico is a simple, display-oriented text editor based on the Pine message system composer. As with Pine, commands are displayed at the bottom of the screen, and context-sensitive help is provided. Characters are inserted into the text as they are typed.

- change to handle default locale of UTF-8 well:
When no character-set is defined in by user/administrator pinerc,
look at the user's locale and use this locale's charset until the
user/admin sets a charset. This mimics mutt and is the way to go
to work in the current locale without manual charset configuration.
(otherwise the user has to enter "UTF-8" in the pine configuration
to see e.g. german umlauts, french accents and so on.)
