with the kernel26 vs. module-init-tools problem, but is not a general

- CDROM database prefetching, allowing one to provide predefined
databases for CDROMs with given IDs.
- CDROM ID passing, trough APT::CDROM::ID, allowing one to run
"apt-cdrom add" even without the media, if combined with
prefetching.
- Dynamic URI translations, allowing one to rewrite a given URI to
match a location (CDROM) that can't be changed to satisfy APT's
default directory structure.
- Solution for bug mentioned by Miura, where APT refused to work
if some pkglist wasn't found.
- Included sources.list for UnitedLinux and Conectiva Linux for Alpha.
- Included URI translation table for UnitedLinux CDROMs.
- Included prefetch directory, preparing for UnitedLinux CDROMs
prefetched data.
